Section I: DEFINITIONS OF TERMS:
I.01 RETURNING PLAYER:
Any player registering with the Association prior to the registration deadline
who played on an Association team during the immediately preceding season of
league play
I.02 NEW PLAYER:
Any player registering with the Association prior to the registration deadline who did not play on an Association team during the immediately preceding season of league play
I.03 LATE PLAYER:
Any NEW PLAYER or any RETURNING PLAYER registering, or attempting to register, with the Association after the Registration deadline but prior to TRYOUTS
I.04 RETURNING TEAM:
A group of at least seven (7) players choosing to play on the same Association team, as they were rostered to the previous season
I.05 NEW TEAM:
Any Association team that is not a RETURNING TEAM and not a TRANSFER TEAM
I.06 TRANSFER TEAM:
Any group of player′s age 10 - 14 years old meeting the eligibility requirements of both JCJBL and NJJBA. Who were members of the same non-JCJBL team during the previous season of play, registering with NJJBA as a team See Section Two 1, D for additional regulations
I.07 DIVISION:
JCJBL term used to define groups of league levels

Having attended and completed 1st Aid Clinic and Coaches Clinic as provided or approved by the Association prior to coaching a second season. Coaches must renew 1st Aid training every 2 years after initial certification
I.12 HEAD COACH:
A Head Coach is one who has submitted both the coach′s application, and background form, and has been approved by the Coaches Approval Committee
I.13 ASSISTANT COACH:
An Assistant Coach is one who has submitted both the coach′s application, and background form, and has been approved by the Coaches Approval Committee
I.14 COACHING STAFF:
The recognized coaching staff of an Association′s team is the approved Head Coach, and the approved Assistant Coaches
I.15 REFERRED PLAYER:
A player referred to NJJBA by another JCJBL association. A referred player will be drafted in the out of area round and may be drafted to play in any one of the NJJBA high school boundaries.

Section II: REGULATIONS
II.01 FORMATION OF TEAMS
- "0"/Major League: All "0"/Major League players shall be selected from
players in the TRYOUTS. No player shall be assigned to a "0"/Major League team
who does not participate in the TRYOUTS. Any "0" League Coach has the option to exempt any player(s) from the previous year´s “0” League team from attending tryouts, however that player(s) must remain on that team´s final roster (See TRYOUTS and DRAFT)
- 1/AAA and 2/AA League teams: The Head Coach has the option to decline
to accept any RETURNING PLAYER'S request to remain on the same team (see Registration
Procedures). Any Head Coach exercising this option must inform such player and
Area Vice President no later than September 1 prior to Fall tryouts of the immediately
succeeding season of league play. Such player may then enter TRYOUTS and be drafted
by a different team or choose to remain on team. No team shall be allowed to
reduce its pre-DRAFT roster to less than eight (8) players by the use of this
option. Failure to notify players as such is grounds for dismissal of the coach.
- 3/A League Teams: No team shall be allowed to decline any RETURNING
PLAYER'S request to remain on the same team.
- TRANSFER TEAM
- ALL HIGH SCHOOL AREAS
- A minimum of seven (7) players, all of whom were teammates on the same non-JCJBL
team during the immediate previous season of play; and:
- Must declare at the beginning of the draft what their high school area will be, and:
- Must have at the conclusion of the draft six (6) players rostered in the
declared high school area, and;
- Verification, acceptable to the Registration Committee of NJJBA is presented
indicating that all of the players desiring to register on the same team were,
in fact, teammates during the previous season and;
- All of the players desiring to register with NJJBA as a team approve the
same individual as the Head Coach of their team and;
- Birth Certificates for all players are submitted to NJJBA and;
- Transfer teams shall be assigned a league level assignment by the Bracketing
Committee. The level assignment shall be final and no subsequent appeals shall
be acted upon by the Bracketing Committee and;
- The NJJBA Board of Directors must approve transfer teams.
- Transfer teams shall adhere to draft procedures in Section II.06.B.5.
- Transfer teams will be required to attend the Spring Tryout as a team to be evaluated by the Bracketing Committee, if requested by the committee.
- NEW HIGH SCHOOL AREA
- A newly constructed high school within the NJJBA boundaries or a high school
within NJJBA boundaries that is not currently a member of the Association
- The initial teams will be 9-year-old teams.
- The Board of Directors may at their discretion form other age teams based
on area registration.

II.02 SELECTION OF COACHES
- Approval and selection of Head Coaches for Association teams shall be given
by the Coaches Approval Committee based on information provided by the applicant
on the annual Coach′s Application, and Background Form. No person shall be permitted
to be the Head Coach of an Association team who does not complete and submit
an annual Coach′s Application, and Background Form to the Coaches Director.
- The Assistant coach shall be appointed by the approved Head Coach of each
team, subject to the approval of the Coaches Approval Committee. No person shall
be permitted to be an assistant coach of an Association team who does not complete
and submit an annual Coach′s Application, and Background Form to the Coaches
Director.
- Any previous Association Coach (Head or Assistant) who performs actions that
are deemed detrimental to the Association, as determined by the Board of Directors,
shall not be allowed consideration by the Coaches Approval Committee for a coaching
position for a period to be determined by the Board of Directors.
- Any Association Coach (Head or Assistant) who fails to have at least seven
(7) players register to return within the Association, regardless of player option
of returning to the same team or entering tryouts, from the preceding season
shall not be allowed consideration for a coaching position for that immediate
season. The Coaches Approval Committee shall have final determination in hearing
appeals or exceptions to this rule.
II.03 BRACKETING OF TEAMS (League Level Assignment)
- Bracketing of teams shall be a function of the Bracketing Committee, consisting
of all the Area Vice Presidents and those appointed by the President. The Committee
shall honor requests, by the Head Coach of an Association team, insofar as is
reasonable. The Bracketing Committee must adhere to all requirements of the League
regarding placement of teams. See SECTION 2.01.D.1.g for Transfer Teams bracketing.
II.04 REGISTRATION PROCEDURES
- ALL PLAYERS must select one of the following options:
- OPTION 1 – 9-Year-old- Must tryout for New Team
- OPTION 2 – Enter Open Tryouts – Will not play for Previous team
- OPTION 3 – Enter Open Tryouts – If not selected, return to previous team
- OPTION 4 – Return to Team – Do not enter tryouts
- RETURNING PLAYERS on previous year's "0"/Major League teams must enter the
TRYOUTS: Exception; If due to weather or unforeseen conditions or excused by coach the Board of Directors
may wave this requirement (see II.01.A.)
- NEW PLAYERS must enter the TRYOUTS
- All 9-year-olds must enter the TRYOUTS
- LATE PLAYERS may be allowed to enter the TRYOUTS at the sole discretion of
the Registration Committee. No LATE PLAYER shall be considered to be a RETURNING
PLAYER
- Any 7 or 8-year-old seeking a position on a 7/8-Year-Old Competitive League
team must enter the TRYOUTS. Any player not placed on such team(s) shall be assigned
to the Association's 8-and-Under Program Instructional Kid Pitch or Major League
team.
- The 8-and-Under Director shall form all 8-and-Under teams, including those
7 and 8-year-olds not assigned to a 7/8-Year-Old Competitive League team. TRYOUTS
shall not be conducted.
- ALL PLAYERS must adhere to current registration form options.
- Any player may state the option to play "0"/Major League or NOT play "0"/Major
League and the Association shall honor such a declaration. The only exception
to this Regulation shall be that if, in a High School boundary age group, a specific
High School Area has no teams in a League level(s) requested by the player, then
that player shall be drafted by or assigned to the next highest League level available.
No League level changes shall be accepted after forty-eight (48) hours prior
to scheduled tryouts.
- The Board of Directors shall determine registration deadlines.
- Waiting List - Any player attempting to register with the Association after
the TRYOUTS shall be placed on the Waiting List. Players on the Waiting List
shall be assigned to a team only upon request of a Head Coach. Players on the
Waiting List shall be assigned to teams in the order in which the players were
placed on the Waiting List. However, the President has the right to waive the
sequence of assigning Waiting List players should an opening occur on a "0"/Major
League team in order to avoid placing a player with insufficient skills in an
inappropriate situation. Further, the Board of Directors is REQUIRED to immediately
dismiss any coach of any "0"/Major League team for abuse of this Regulation insofar
as a player, or players, being instructed by a coach to deliberately register
late in order to avoid the TRYOUTS and DRAFT. Registration fees due for players
assigned to teams from the Waiting List shall be prorated based upon the number
of games remaining in League play, with a minimum charge of one-fourth (1/4)
of the total Registration Fee.
- A minimum of seven (7) players choosing to remain on the same team shall
constitute a RETURNING TEAM. Should any team have less than seven players choose
to remain on the same team, those players choosing to remain on the same team
must enter the TRYOUTS and be drafted. Players choosing to tryout for "0"/Major
League or any higher league level shall be considered to be remaining on the
same team for the purposes of this paragraph, if applicable.

II.05 TRYOUTS
- TRYOUTS shall be conducted, age-group-by-age-group, at such a time and place
as determined by the Board of Directors.
- Multiple day TRYOUTS are permitted but not required.
- 10 through 14-year-old "0"/Major League and 1/AAA League will tryout in Fall
and/or Spring. 10 through 14-year-old 2 and 3/AA League tryouts will be held
in Spring only.
- All nine year olds must enter the TRYOUTS.
- League Regulations and Rules of Play regarding Tryouts, if any, must be adhered
to by the Association.
- Any Association team cannot draft any player who does not attend TRYOUTS.
The Draft Committee shall assign such players to a team or teams in the lowest
division level. EXCEPTION: The Chairperson of the Draft Committee has the authority,
on a case-by-case basis only, to waive this requirement.
II.06 DRAFT
- ALL 7 AND 8-YEAR-OLD COMPETITIVE BASEBALL PLAYERS AND 9-YEAR-OLDS
- The Board of Directors shall appoint an Evaluation Committee to place all
7 and 8-year-olds and all 9-year-olds on teams.
- Head Coaches of all 7 and 8-year-old competitive and all 9-year-old teams
shall be appointed after the formation of all 7 and 8-year-old competitive and
all 9-year-old teams.
- "0"/MAJOR, 1/AAA, AA/A LEAGUES
- Draft order, by League, shall be "0"/Major league, 1/AAA league, 2/AA league,
and then 3/A league.
- Draft order, by team, shall be team with best record in previous year's League
play first, followed by team with second best record, etc., with team having
worst record drafting last. TIEBREAKERS (in order)
- Head-to-head record in League play (best record drafts first)
- Overall State Tournament record (best record drafts first)
- Coin toss-winner of coin toss drafts first in first round of draft
- Loser of coin toss drafts first in second round of draft, etc
- Run differential shall not be used as a draft order tiebreaker.
- Any team that qualifies move to a higher League level shall be considered
to be the worst team in its League – if more than one team moves up to the same
League B.2.c. shall apply. Exception: "0"/Major League. Each team must play
at level they draft.
- Any team moving to a lower League level shall be considered to be the best
team in its League - if more than one team moves down to the same League B.2.c.
shall apply.
- The draft procedure shall be as follows (NOTE: Prior to the draft at the
discretion of the Board of Directors, a scratch team may be formed consisting
of a majority of players from a common High School boundary area)
- The first round shall be the retention round. A team must retain a minimum
of seven (7) returning players in order to draft. Additionally, Section II.01.B
above applies such that a team cannot reduce its pre-draft roster to less than
eight (8) by means of refusing player requests to return to the same team and
must be declared prior to registration. Teams must select the players they are
retaining from the previous season. Teams have the option of filling their roster
in this manner. Exception: for leagues 1, 2, and 3 may have less than (7) at
the time of draft if returning players were drafted to a higher level.
- The second round shall be the "in High School Boundary" round. Beginning with
the highest seeded team as determined by B.2 above, that team chooses a player
from within its own high school boundary if available. This round continues until
teams are full or there are no remaining players available for a particular level
of play. Teams have the option of filling their roster in this manner. A team
must select a qualified if available player in this round in order to participate
in the third round of the draft.
- The third round of the draft shall be the "Out of High School Boundary" round.
Beginning with the lowest seeded team (see B.2 above); they may choose a player
from any high school boundary within the Association provided they selected at
least one qualified player from the "in High School Boundary" round. This round
of the draft shall be subject to the following provisions:
- Out of area drafting of a respective high school boundary area can only be
allowed if there are no teams in the same respective high school boundary area
at the league level immediately below the league level being filled. This does
not apply to "0"/Major League
- Example: 1/AAA League draft, there are 2 AW, 1 PM and 1 RV team. 2&3/AA League
has 1 AW, 1 PM, 1 AR, and 1 SL team. During the first League draft, the players
from AR and SL cannot be drafted to a first League team.
- For Subsequent Draft rounds the order of draft reverses with each additional
round. Example: the fourth round would be the highest seeded team to the lowest
seeded team; the fifth round would be lowest to the highest, etc. (1, 2, 3, 4
then 4, 3, 2, 1
- The Spring Draft is a new draft and NOT a continuation of the previous Fall Draft; draft rotations will start over with participating teams.
- NEW TEAMS
- The Board of Directors may at their discretion form other age teams based
on area registration.
- Teams will be formed from those eligible players in a given level.
- The New Team must have minimum of (6) players from a single high school area.
- TRANSFER TEAMS
- In any age group and league level in which a transfer team is bracketed,
the following draft regulations shall apply:
- All returning NJJBA teams shall draft in accordance with NJJBA Regulations
until they have filled their roster
- If a new team is formed from eligible players in a given league level, then
the new team will be considered to be a returning NJJBA team and that team′s
roster will be filled before any transfer team has a draft choice.
- After every returning NJJBA team has drafted the draft shall proceed with
the transfer team(s) drafting last
- Transfer teams must submit an application to enter NJJBA prior to the first
NJJBA registration date. This application must have the coaches and player′s
birth certificates, addresses, phone numbers, and attending schools listed.
- Any previous NJJBA Head or Assistant coach who is a party to the team applying
for entry as a transfer team is subject to the Rules and Regulations outlined
in Section 2, Article 2.
- NJJBA reserves the right to accept or deny any transfer team.
- LOSS OF DRAFT CHOICES
- As provided in Sec. II.06.I, draft choices can be lost for various reasons.
For the purpose of administering draft choices lost the following procedures
apply:
- When there is only one team in the same High School Boundary Area for a given
draft at a specific age group and League level, the draft choices lost will apply
to the "Out of High School Boundary" round.
- If there is more than one team in the same High School Boundary Area for
a given draft at a specific age group and League level, the draft choices lost
will apply to the "In High School Boundary" round first, and to the "Out of High
School Boundary" round second until the specified number of lost draft choices
have been assessed.
- CHILDREN OF HEAD COACHES
- Children of Head Coaches may be directly assigned to the team coached by
the player's parent and/or legal guardian. Grandchildren of Head Coaches may
be directly assigned to the team coached by the player's grandparent. No draft
choices shall be lost.
- CHILDREN OF ASSISTANT COACHES
- Children of Assistant coaches may be directly assigned to a team without
participating in the TRYOUTS and DRAFT only as follows:
- Player must be a NEW PLAYER
- Player's parent and/or legal guardian must be approved as an Assistant Coach
by first, the Head Coach of the team; and second, by the Coaches Approval Committee
as in Sec. 2.B.2
- Any team exercising this option shall lose its first draft choice per player
directly assigned to that team
- Person(s) approved as Assistant Coach must, in fact, serve as Assistant Coach
during practice and games and must reside in High School Area boundary of team
assisting
- TRANSFER TEAMS may acquire only one (1) NEW PLAYER and will lose one (1)
first draft choice
- RETURNING TEAMS may acquire only one (1) NEW PLAYER, by the use of this method.
- PARENTAL REQUEST FOR TEAM PLACEMENT
- Players not the children of members of a team's coaching staff may be directly
assigned to a team without participating in the TRYOUTS and DRAFT only as follows:
- Player must be a NEW PLAYER
- A request from the player's parent or legal guardian must be made to the
President of the Association prior to the DRAFT. After the DRAFT, no such request
may be approved.
- Special circumstances must exist that clearly indicate that the affected
player's best interest can be served ONLY by direct assignment to the specific
team requested.
- A Committee consisting of the President and all the Area Vice Presidents
shall have the sole authority to approve or disapprove such request. They shall
have the right to consult with any Association member(s) prior to approving or
disapproving such a request
- Any team acquiring a player by this method shall lose its first Draft choice
in the next DRAFT.
- ASSOCIATION COACH'S MEETINGS
- The Head Coach or a representative from each Association team is required
to attend the regularly scheduled monthly Association meetings. Any team not
represented at any five (5) Association meetings in a current calendar year (January
to September) or any two (2) consecutive Association meetings shall lose its
first Draft choice in the next subsequent draft.
- EXCUSED ABSENCES from Association meetings:
- Participation in a League game on the date of the meeting
- May also be granted by the President of the Association provided that the
President is informed prior to the meeting. The President shall have the sole
authority in determining the approval of an EXCUSED ABSENCE and no subsequent
appeals shall be allowed.
- EXCUSED ABSENCES from Association meetings shall not be counted toward the
potential loss of a Draft choice.
- The records of the Secretary of the Association shall be the sole method
used to determine the attendance at Association meetings.
- No team shall lose more than two (2) draft choices per DRAFT for failure
to attend Association meetings.
- The Board of Directors shall have the authority to dismiss or disapprove
the Head Coach of any team not represented at more than five (5) Association
meetings in a current calendar year (January to September) or any team not represented
at any four (4) consecutive Association meetings. If a Head Coach is dismissed
or disapproved for failure to attend Association meetings, the penalty of loss
of draft choices shall not be imposed upon the team.

II.07 LENGTH OF TERM OF FULL-TIME VOTING MEMBERS
- Any person approved as the Head coach of an Association team shall have full-time
voting rights immediately upon approval with the exception of Level III and Seniors
Coaches.
- Once approved, Head Coaches shall have uninterrupted voting rights during
the current calendar year except as terminated by Sec. II.06.I.
- Voting rights for Head Coaches of 14-year-old teams shall expire immediately
after the conclusion of their season.
- Voting rights during Association meetings for members of the Board of Directors
who are not Head Coaches of Association teams shall expire immediately after
the Annual Meeting of the Association.
- Voting rights during Association meetings for members of the Board of Directors
who are not Head Coaches of Association teams shall commence immediately after
the Annual Meeting of the Association.
II.08 SENIORS (14 - 18 year olds)
- The Registration, formation of teams, approval of coaches, and any other
such duties as may be required to administer the seniors program of the Association
shall be the responsibility of the Seniors/Level 3 Director and shall not necessarily
be subject to these Regulations. However, the seniors program must comply with
all Association Rules of Play as described in Section Three, and the Head Coach
of any and all Seniors team(s) must complete and submit a "Coach's Application,
and Background Form" to the Seniors/Level 3 Director.
II.09 LEVEL III (9th and 10 grades only)
- The Level III program is administered by NJJBA in conjunction with the JCJBL
countywide Level III program for High School freshmen and sophomores. While we
work closely with the Varsity Coaches from each High School, all the administration
of the Level III program falls with NJJBA and JCJBL. NJJBA provides the volunteer
coaching, game scheduling, equipment, game jersey, and cap for the Level III
teams from the north area high schools falling in the NJJBA boundaries.
- Team Selection: All players are selected to the Level III teams through each
High School's varsity/junior varsity try-outs. The Level III program is restricted
to freshmen (9th grade) and sophomores (10th grade) only. All players selected
to Level III teams must complete a NJJBA player registration and medical authorization
and pay the applicable player fee as determined by the NJJBA Board of Directors.
- Coach Selection: Each High School′s varsity coach recommends Coaches with
the assistance of the NJJBA Level III/Seniors Director. All Level III coaches
must complete a NJJBA coach′s application, and background form.
- Game Rules: Level III adheres to high school rules of play with the exception
of a game time limit, which is two hours, fifteen minutes.
II.10 8-AND-UNDER and TEE-BALL PROGRAM
- All 8-year-old and under players not assigned to JCJBL "0"/Major League teams
still desiring to play kid-pitch baseball rather than Machine Pitch shall be
assigned to a Kid Pitch team. The administration of the Association′s Kid Pitch
Program shall be the responsibility of the 8-and-Under Director and shall not
necessarily be subject to these Regulations.
- The Kid Pitch program must comply with the Association Rules of Play as described
in Section Three, and the Head Coach of any and all Kid Pitch team(s) must complete
and submit a Coach's Application and Background Form to the 8-and-Under Director.
- A separate document stating additional Kid Pitch program rules of play may
be adopted, if approved by the Board of Directors.
- All 8-year-old and under players not assigned to JCJBL "0"/Major League teams
or to an Association Kid Pitch team shall be assigned to an Association 8-and-Under
Minor or Major League team. The administration of the Association's 8-and-Under
program shall be the responsibility of the 8-and-Under Director and shall not
necessarily be subject to these Regulations.
- However, the 8-and-Under Program must comply with Association Rules of Play
as described in Section Three, and the Head Coach of any and all 8-and-Under
Program team(s) must complete and submit a Coach's Application and Background
Form to the 8-and-Under Director.
- A separate document stating additional 8-and-Under Program rules of play
may be adopted, if approved by the Board of Directors.
II.11 PLAYER REFERRALS TO ANOTHER AREA
- Players may be referred to a League Area outside of their home area only
in accordance with League Regulations and Rules of Play.
- Players shall only be referred to a High School area under the jurisdiction
of the Association. Only if this is not possible shall a player be referred to
a different association.
- Association teams shall be formed strictly by High School area whenever possible.
The only reason for player referrals shall be:
- No "0"/Major League team in a player's home area or;
- Insufficient number of players to create a team
- Any "0"/Major League player that is playing out of their High School area
is considered to be grand fathered onto the non-High School area team until such
time a High School area "0"/Major League team is formed or moves up from a lower
division, or said player chooses to return to his/her High School area and try
out for the High School area team. At that time the player shall be given the
option of returning to his/her High School area and trying out for the "0"/Major
League team. In this case the out of High School area coach cannot retain the
player against his/her desire to play in their High School area. EXAMPLE: Player
Jones plays out of his High School boundary area for Coach "A". Coach "B" wins
1/AAA League and moves up to "0"/Major League in Jones' High School boundary
area. Player Jones then has the option to tryout for Coach A's team or return
to his High School area and tryout for Coach B′s team.
- If the coach of the new High School area team declines to draft player in
3 c above, then the coach of the out of High School area team can retain said
player. If neither coach drafts said player, the player must play for any team
that drafts him, in accordance with "0"/Major League, Division I, and Division
II draft rules. If Coach B declines to draft Player Jones then Coach A can retain
Player Jones. If neither coach A nor B retains or drafts Player Jones, then Player
Jones must play for any team that drafts him.
- It shall be the responsibility of the Association President to notify any
affected player, prior to tryouts that the new High School boundary "0"/Major
League team exists.
II.12 DISMISSAL OR REMOVAL OF COACHES
- The Board of Directors, by a majority vote, may immediately dismiss, discharge,
or otherwise remove from duty, any coach of an Association team for:
- Failure to comply with the Bylaws, Regulations, Rules of Play, and policies
and resolutions of either the Association or the League
- Failure to protect the High School eligibility of any player assigned to
his/her team.
- Physically fighting with any person at any time before, during, or after
any practice or game while serving in any capacity as a coach of an Association

- Negligence, gross ignorance, or gross incompetence demonstrated while responsible
for his/her team that places any player(s) in physical danger in excess of the
normal and customary risks associated with the game of baseball
- Failure to become reasonably well informed about the Rules of Baseball in
order to teach the game to his/her players
- Failure to return to the Association, within a time frame determined by the
Board of Directors, or a designated Committee thereof, any and all baseball equipment
issued to his/her team, including uniform items
- Any other action(s) detrimental to the Association as determined, solely
and without recourse, by the Board of Directors
- Failure to become "CERTIFIED" as a head coach through training offered by
the Association prior to coaching his/her second regular season. Coaches must
renew 1st Aid training every 2 years after initial certification
- Internal recruiting of players (players already on an existing NJJBA team)
by any coach (head or assistant) of NJJBA is strictly prohibited and constitutes
grounds for dismissal or removal of coach
- The ONLY allowable procedure for a coach to contact any player on another
NJJBA team, in order to discuss possible options available, is to contact the
player's current or most previous coach, and request their permission to contact
said player's PARENTS
- In the event the player's current coach is unwilling to allow said player's
parents to be contacted, then the interested coach is to contact the Coaches
Director and his/her High School Area Vice President
- It is strictly prohibited and constitutes grounds for dismissal or removal
of coach, for any NJJBA coach (head or assistant), at any time, to provide any
player and/or parents, of NJJBA or ANY other youth baseball organization, any
intentionally misleading or deliberately incorrect information regarding any
JCJBL and/or NJJBA persons, procedures, or policies.
- Ejection/Suspension of coach from games:
- The Board of Directors, at its sole discretion, may impose, by a majority
vote, a period of probation on any coach for any misconduct listed in P.1 above.
Any further violation by a coach on probation is grounds for immediate dismissal.
- The Head Coach of an Association team is to notify by phone their Area Vice
President within 24 hours of an ejection and submit a written report no later
than 3 days following an ejection.
- The individual will meet with their Area Vice President, Coach′s Director,
and President
- 2nd ejection in one season will result in a minimum 3 game suspensions
- 3rd ejection in one season will result in mandatory dismissal.
- In addition to the penalties imposed by the NJJBA Board of Directors, all
Association coaches are subject to the JCJBL Disciplinary Committee who will
impose the following levels of discipline for misconduct.
- Level One Suspension is a restriction to the dugout. (Imposed by umpire)
- Level Two Suspension is a one game suspension, not including the current
game
- Level Three Suspension is a three game suspension not including the current
game
- Level Four Suspension is a one-year suspension
- Level Five is a lifetime suspension.
- Request for removal of coach by parents of team members must meet the following
requirements for Board of Directors to consider:
- Parents of any team may request the dismissal of either their team's Head
Coach or any of their team's Assistant Coaches by submitting to the Board of
Directors, in writing, the reason(s) for request of dismissal, provided they
follow one of these two conditions:
- If at least one parent/legal guardian of two-thirds (2/3) of the players
on a team sign a written request for dismissal of a coach of their team, it is
required that the Board of Directors meet as soon as possible after receipt of
request, to consider possible dismissal; PROVIDED that said request contains
proof (date, time, and location) of meeting that all signing parents have had
with coach in question to address their concerns AND that said meeting was held
prior to submitting request for removal
- If the number of parent/legal guardians required in a.) above is not achieved
then the Board of Directors, or designated Committee thereof, shall contact the
affected coach to discuss the situation. In this case, the Board of Directors
shall have the following options:
- To call a team meeting to discuss and agree to a solution
- To place on probation or dismiss the coach for violation(s) listed in P.1.
above
- To further investigate the situation.
- Any coach dismissed has the right to appeal for reinstatement to the Board
of Directors. Such a coach must notify the President of the Association of his/her
intention to appeal and the President must call a special meeting of the Board
of Directors to hear such an appeal.
- If a Head Coach is dismissed by the Board of Directors, the Board of Directors
shall appoint an interim Head Coach for the affected team. The interim Head Coach
shall have full-time voting rights at any Association meeting, but such voting
rights shall expire immediately after the Annual Meeting of the Association.

Section III: RULES OF PLAY
III.01 MANDATORY PLAY RULE
- All League Levels - For regular season League play, NJJBA teams will bat
their roster, and for defensive play no player will sit more than two consecutive
innings; there will be a one for one mandatory sit and play rule, however this
mandatory play rule SHALL BE SUSPENDED ONLY as follows:
- For any player, on a game-by-game basis only, who arrives at the site of
a League game after the time specified by the Head Coach of the team AND/OR
- For any and all players, if a League game is played less than the complete
game, or a curfew that results in a complete game
- If a player is being disciplined. In this case the player's name and reason
that he/she is not playing must be listed on the game score sheet. These game
score sheets can be called for review by the Board of Directors.
- This mandatory play rule SHALL NOT APPLY for any game played less than the
regulation number of innings due to game time limits.
- SENIORS TEAMS
- For regular season League play only, all players must play a minimum of six
(6) defensive outs and bat at least one (1) time. However, this mandatory play
rule shall be suspended only as follows:
- For any player on a game-by-game basis only, who arrives at the site of a
League game after the time specified by the Head Coach of the team
- For any and all players, if a league game is played less than the regulation
number of innings due to the 10-run rule, inclement weather that results in an
incomplete game, or curfew that results in an incomplete game.
- If a player is being disciplined; in this case the player's name and reason
for not playing must be listed on the game score sheet. These game score sheets
can be called for review by the Board of Directors.
- If a player attended the team's last League game, which was played to completion,
or falls under rule 1b and did not play their six (6) defensive outs and bat
at least one (1) time, the player(s) involved shall start the next scheduled
League game and play no less than the mandatory time limit.
- The penalty for failure to abide by the Association's mandatory play rules
shall be first, a warning from the Coaches Director, second, a one game suspension
imposed by the President of the Association, and third, immediate dismissal as
the Head Coach of the affected team.
- TOURNAMENT PLAY ADMINISTERED BY THE LEAGUE, No mandatory play rules apply.
However, it is strongly recommended that the regular season mandatory play rules
be used. Further, the Board of Directors reserves the right, on a case-by-case
basis only, to impose additional mandatory play rules on any team.
III.02 UNIFORMS
- The Association shall issue to all Association teams jerseys and caps. The
jerseys must be returned to the Association at the end of the season.
- All Association teams are required to wear the uniforms provided by the Association
at any and all league games.
- For intra-Association play only, an Association teams may wear their tournament
uniform.
- For games or tournaments not classified as official League play, Association
teams are permitted, but not required to wear the Association issued uniform.
- Any team, at its own expense, may wear caps other than those issued by the
Association provided that such caps match, exactly, the color(s) and logo of
the Association issued caps. In addition, any team, at its own expense, may have
Association issued caps, embroidered with names, numbers, and mascots.
- Undershirts, jackets, warm-up jerseys, sanitary socks, batting gloves, shoes,
etc., may be used by any team without restriction but shall not be provided by
the Association.
- All Association teams are required to wear Board of Directors approved gray
with black side seam piping baseball pants during any and all League games except
as provided in Sec. 3, B, 2, a.
- The Association shall issue, free of charge, two (2) coach's shirts to each
Association team.
- Each Association team will wear the Associations issued uniform for team
pictures.
III.03 SAFETY REQUIREMENTS
- All players are required to wear double-eared batting helmets while batting
and running bases at all times, including all practices, scrimmage games, all
practice games, all League games, all Tournament games, and any other time(s)
while actively participating on offense while involved in any Association activity.
This includes any player acting as a base coach at any time, or any player who
otherwise is on a game or practice field of any type while not in possession
of his/her baseball glove.
- All catchers are required to wear complete catcher's protective gear, including
an athletic cup, at all times in which a batter is in the batter's box. All ages
are required to wear full catcher's helmet.
- No player or coach shall throw bats, helmets, or other equipment in such
a manner that endangers others, or in an unsportsmanlike manner.
- The Association shall issue, to all Association teams, a first aid kit. The
Head Coach or acting Head Coach, of each Association team must have in his/her
possession the first aid kit during all practices and games of his/her team.
- The Head Coach or acting Head Coach, of any Association team must have in
his/her possession a completed Medical Authorization form for every player on
his/her team. No player may participate in any practice or game until the player's
parent/legal guardian has completed and signed a Medical Authorization form and
returned the completed and signed Medical Authorization form to the Head Coach.
- All Association Head Coaches must be "CERTIFIED" by the start of their second
season of coaching. "New" Head Coaches must be "CERTIFIED" prior to coaching
their second season with the Association. The use of Association issued safety
equipment or its equivalent shall be mandatory.
- Safety equipment other than Association issued must be of the same colors
as Association issued.
